Surface-only requirements — bin exteriors or hanger bars can be treated alone, halving chemical use. High recycled content — regrind carries more contaminants that dilute a masterbatch, so a surface layer tops up protection.

Plastic parts do not fear water, but cartons, labels and surface dust do.
